Central Tenders Committee is the oversight of all government procurement, which are usually in three ways:

1- Tenders

2-   Bids

3- Direct order

         The main difference between the bids , tenders and direct order that the tenders are for all companies in the local newspaper in Qatar (at least two newspapers) and the site of the Central Tenders Committee ,  Bids are done by inviting up to (usually by fax) to a limited number of specialized companies at least For (3) companies a reason to, such as lack of time to complete the project or decline in the value of the project A. two Hundred thousand  Riyals  (However, in special cases and after the conviction of the Central Tenders Committee the reasons submitted by the applicant can adopt the Practice  amounts greater than two Hundred thousand  Riyals) , the direct order done in special cases, including time constraints and the lack of a supplier or agent of the material requested is not by the company to be the direct or decline in the value of the project A. Two Hundred thousand Riyals (However, in special cases and after the conviction of the Central Tenders Committee the reasons provided by the demand could be adopted this amount to direct more Two Hundred thousand Riyals:

          The purpose of the oversight role of the Central Tenders Committee is as follows: 

1. Ensure the fairness of the technical evaluation and financial companies and then select the best company technically and financially to the student.
2. Ensure a neutral party between the applicant and the companies work as a link between them.
3. Preserving public property of the state through presentations sure to select the most viable technically and financially.
4. Tenders types (within local and central million riyals over the million riyals).
5. The purchase of items or construction work or services that are valued in the amount of two hundred thousand riyals (200.000) can be presented by applicants to exercise or direct order provided that the terms of necessity and urgency and that all legal proceedings have their own without reference of the Commission, to help the Applicants , However, The applicants must  submit a copy of the Central Committee of the tender documents or practice by the review and scrutiny.
6. Tenders worth more than two hundred thousand riyals (200.000) shall be conducted by the Committee.
