GENERAL PROVISIONS

CHAPTER THREE:

CLASSIFICATION OF CONTRACTORS

Article (10)

Contracts for General works shall be classified into various categories according to their financial ability, experience and capability.The classification shall be made by a Committee composed of:

1.A Representative of the Central Tenders Committee ...Chairman.

2.A Representative of the Ministry of Defence .......................  Member.

3.A Representative of the Ministry of Finance Member.

4.A Representative of the Ministry of Municipal Affairs and Agriculture ............................................................... Member.

5. A Representative of the Ministry of the Emiri Diwan Affairs ...................................................................  Member.

6. A Representative of Qatar Chamber of Commerce ........ Member.

The Committee, in performing its functions may seek the assistance of any technicians and experts from various State Organs.

The classification shall be entered by recording it in a special Register prepared for this purpose, and kept by the Central Tenders Committee.

Article(11)

The "Classification Committee" shall start its operations after receiving a notification to this effect from the Central Tenders Committee. Contractors who are willing to enrol their names shall be notified through broadcasting in the radio, and by advertisement in local papers and periodicals and by posting on the notice-boards at the Seat of the Central Tenders Committee and at all Ministries and by any other means of publication which the Committee may deem fit.

 Article (12)

The "Classification Committee" shall issue its recommendation within one month from the date of receiving the request for enrolment.

A decision by the Central Tenders Committee shall be issued approving this recommendation.

Aapplicants shall be notified within seven days from the date of issue of the Decision.

and applicant may complain against this Decision to the Minister of Finance within the seven days following his notification. The decision of the Minister in this complaint shall be final.

Article (13)

The contractor may apply for reconsidering the decision of his classification after the lapse of at least one year from the date of issue of that decision. He may complain to the Minister of Finance if his application is refused.

The application may be repeated after the lapse of every year. The provisions of the preceding Article shall apply to the appIication for reconsideration and to the complaint against the decision issued in respect thereof .
